The PPRL has stated in its 501 C3 application that its Public Charity Status complies with: 509(a)(1) and 170(b)(1)(A)(vi)—an organization that receives a substantial part of its financial support in the form
of contributions from publicly supported organizations, from a governmental unit, or from the general public.

As of this date, no external funding has been solicited and all expenses related to the initial organization and the establishment of this web site have been provided by the PPRL founders, Dr. and Mrs. Patrick E. Cochran.
The PPRL Website does not host any form of advertisement.
The PPRL does not engage in any form of commercial activity.
We may seek grants from Governement or other Publicly Funded entities at a later date to operate our programs. No official plans exist at this time.
We may use any other legal means available to us as a non-profit corporation operating within our stated purpose to raise money to fund our programs.
Fundraising will primarily, though not exclusively, be conducted in the state of California. Our organization will conduct its own fundraising.
